If she is unhappy with her present boyfriend she should talk it out with him or break up.
She should resolve this before starting to see other men.
No one likes a cheater.

Can I give you a tip? I'm not trying to be a jerk, but I suggest you write a little more formally. Speech and written communication are two different things and unfortunately, when all someone sees is writing, they will often make an assumption based on what they see.

not control but behavior of acting out, she should first try talking with him and telling him direct what she wants and what her issue is with him and why she feels the way she does. if unable to achieve the attention she desires, maybe he is not for her
for all we know, he could be showing someone else attention and that's why he can't show her any

No, she most definetly should not cheat. There is no justifying it. If she is no longer satisfied in her relationship, she should talk to him about it. If things can't be worked out, then she may want to break up with him and then start seeing somone else. She will not make her relationship better by cheating, and you can't change it once you do.

there is no excuse for cheating. tell your friend to drop the loser that pays no attention to her and find a good guy. then it is about her finding someone who is right for her instead of playing games to keep a jerk around that doesn't deserve her!
