They have free will, potential, faith, hope, and air (to breathe). In most cities, they can easily get water, food, clothes, and shelter. What they can't seem to get, though, is community action and goverment funding.

They have everything they NEED to live. I rarely see a "poor" individual in need of food, water, clothes, or shelter, unless of course they are a junkie, in which case the dope of choice takes precedent over everything else (not to say all poor people are junkies, or by any means that all junkies are poor, just that if they are a poor person and a junkie). As for what they don't have, well that is an argument up for debate among the "socially astute". Which is really to say an argument which will never be settled, some feel it is up to everyone else the equalize the system, others feel it is up to the individual to make their own decisions in life and live with the consequences.

Appreciation for what they "do" have or get. Unless this "poor" person has become that way through a drug habit, then they just appreciate their next high.

those are the three needs of a human being...food, clothes, and shelter. everything else is consider a want (or luxury).
