My outlook will not send email. When I it try all sent items just sit in the send box. Does it have to do something with the pop or smpt?

You must configure the type of email service you are using in Outlook for the send to work. Depending on the type of email (POP3, Exchange, SMTP) the settings vary.

Your Internet service provider's website will have detailed instructions on how to setup outlook to read their mail.

You need to call your internet service provider. Here in Mexico we have Prodigy Infinitum and they are working 24 hours and helping you with all the steps of your configuration (pop3 and smtp etc.)
If you don´t do it, you will never be able to send any email. It is not free!!
