Many times what cops do is pretend to ignore knuckleheads for a certain period of time - this varies with each knucklehead - and then out of nowhere drop the hammer on 'em. Cops don't like doing paperwork so when have to it'd better be for something big. I'm guessing they've lulled you into a false sense of security hoping you'll do something really, really stupid. It's diabolical the way they do that, but hey, I've seen it a hundred times...
