Is there diesease where a teenager can look TOO young?

Like not maturing properly and just not showing no signs of maturity. (facial hair, deeper voice, etc.) Is there such a disease where your not maturing right and you look WAY younger than yous should?

i never heard of a disease like that; just give it time (if you are talking about yourself); one of these days you will be ecstatic that you look longer than you are.

disease or blessing my ex was 34 yrs old and every one thought he was a teenager,he gets carded for everything bar, cigg, alcohol but he can get into teenage parties and clubs
