I'm in the IT industry as well, and will be going to Vietnam next week to get married in November and to seek Viet IT companies to outsource projects to.

The challenge with Vietnam's IT industry is the lack of decent programmers at this time. There is an Internet cafe within a stone's throw just about anywhere in Vietnam, but most of the Viets use the computers there for basic Internet activities and playing online games. Computers are still prohibitive in cost for the average Viet family to own. This situation is changing rapidly though.

There are numerous education programs opening across the country to train programmers and other IT professions as quickly as possible. Japanese and U.S. tech companies are dumping hundreds of millions of dollars into education and new divisions in Vietnam.

Answer #1 is good advice. You should first develop your network and contacts in Vietnam. That's actually easy to do. Start with the American Chamber of Commerce - Vietnam (http://www.amchamvietnam.com).

I would also wait until Vietnam enters the WTO, which will likely be late this year or early next year. This will change several issues regarding conducting business in Vietnam, and should make it easier to operate a business as a foreigner.

Feel free to contact me if you need further assistance.

My advice is to expand your social network there first before you decide to set up business. There are many 'grey' business dealings you need to know.
