A decent blend of seed, pellets and fresh fruits and vegetables is ideal for any parrot. Ours also likes a mixture of beans, pasta and rice boiled up and mixed in with his seed.
The feather plucking might not be a sign of diet as much as it is stress or boredom. They tend to pluck if they get bored and don’t have much to do, or they get stressed; the same as people biting their fingernails.
Take a look around and see if there’s anything nearby that could be stressing him out; another bird, people, other animal, etc. Also experiment with different toys and see which ones pique his interest.

Birds are an animal of habit, once that ring-neck starts pulling his feathers it is hard to get them to stop even when fixing the problem. A bird usually starts pulling their feathers when they have a lack of stimulation, possibly from not enough toys or from not enough interaction from you. The other thing that could have caused it(but isn't as common) is something traumatic like being abused.
As far as the food, sunflower seeds should never be given to birds. They are highly addictive, fatty, and make your bird run like they just had 20 cups of coffee! I feed my birds pelleted food so they can't pick through and choose what they think taste the best like they can with the seeds. No matter what they eat with the pelleted food they are getting a balanced diet. It is also very important to give your birds lots of fresh fruits and veggies! Most birds enjoy most human foods. The only foods to stay away from are: avocados, rhubarbs, any dairy, carbonation, chocolate, alcohol, and any fruit pits.

It possibly could be stress or a nutrient deficiency of causing the feather plucking. You should give them some multi vit which makes them get all the vitamins they need. I give it to my birds and they are as healthy as can be. You should give your birds a varied diet including apples,lettuce and other fruit and veg. Try it.
