He's protecting what he thinks is "HIS" car. The most positive way of dealing with this is to teach him that having someone come up to the car is a wonderful thing. Get some volunteers and park you car in the driveway. Sit in the car with Fritz and have the people walk by, but not too close at first. Make sure the dog sees them, but slip him a treat before he begins to freak out or bark. Eventually, because he will start to expect the treat, the person will be able to get closer and closer to the car without him barking each time. Eventually, the person will be able to come up to the car and give him a treat, too.
You will not be able to do this all at once of course, it will take many training sessions to get that far.
If you don't get a treat in time or the person comes too close, too soon; don't give Fritz a treat if he starts barking. Just sit there and don't react at all. Trying to calm him may be interpreted as praising him for barking and yelling at him will only reinforce his idea that people coming up to the car "make bad things" happen. Once he calms down, pet him and say nice things, then try again.
If you feel yourself (or the dog) getting stressed out or frustrated, stop for the day and pick up later on. Trying to do too much at once won't help you in the long run. Look into "clicker training" as well, it will work on the same principles, but can be applied to lots of other training as well. Perhaps a professional trainer can help if you don't feel you are making progress.
Good luck.

A lady asked me recently , how can you have so many dogs and especially males? I didn't understand where this question was going so I asked her why?
She said that male dogs usually fight with each other.

I said the same thing I will say to you. You know when kids are little and they say a swear word how sweet it is. Well it's never sweet at any time. And I feel the same way about bad behaviour in my dogs. You don't have to abuse your dog to let him know who's boss, and what will and won't be tolerated.

I will not allow my dogs to bite me, or bite each other in an aggressive way. And as far as what goes on in the car, well all animals are protective of their own turff but when you have had enough say so , and if they don't listen. Try reaching over and putting that muzzle that you have in the glove compartment. In no time at all, it will learn when you say no you mean no.

When I got my first little dog it got away with everything, I was afraid that because it was so little I might hurt it or scare it. No more. They get the same treatment and rules that I would give any large dog. That little dog just like the others are little angles because I knew that I loved them and if you don't teach them rules to live by they will like kids walk all over you.

I have 7 little guys and do you know that people when they invite me to their home they also invite my dogs. They can't get over how well they behave. And that makes Mom Proud.

Are they happy dogs ? Yes they are happy dogs because Mommy spoils them now because they are so easy to spoil.

Consider your dog's size. He's probably terrified of everything. It gets into a frenzied fit and doesn't know which end is up or down. Kinda like a baby crying. They get into it that they don't know how to stop.
Imagine yourself as standing in your home and water splashing against the window, wouldn't that freak you out?
Imagine it though--see yourself as that pint size and you're sitting in a car and strangers come up to the car window and look in on you and tap at the glass to get your attention--now wouldn't that freak you out? Would if you are walking down the street, minding your own business and a bunch of strangers come up to you and start kissing at you and petting you on the head and they say, "Hey, you're a cutey, how about I take you home with me?" and they scratch behind your ear and say, "You like that, huh, don't you?"
Try to put yourself in your dog's place. Just tell people to leave him alone and leave him at home when you take your car to get it washed. When he gets carried away to the point where he turns on you, grab him and tell him to settle down.
