When we talk on the phone, we can talk about anything. But whenever i bump into him at the office, he hardly says a word...Oftentimes, he would call me out of the blue to ask questions re: work, but questions are so shallow for someone as smart as he is.

With all the people who call harassment at work (sexual or otherwise) he may like you but is afraid to show it at work and I don't blame him. Even if you like him and would never do that to him doesn't mean he's not nervous.
Or maybe he's just shy and doesn't know how to tell you he likes you. Talk to him and see how he feels. Be careful in your approach with him.

You get the feeling they might or do, and then you wait them out. But only if you like the coworker and want the coworker to like you. IT helps, also, to talk to the coworker on breaks.

he could just be shy...i have a hard time talkign to people i have crush's on!! i can talk to every other person in the building except the person i like!! then i think they end up thinking im mean.
