Try using a razor with 3 blades, but first, make sure your armpit hair gets a chance to soften in the hot water. I (might sound weird, but works) like to exfoliate after soaking, it seems to give a closer shave. I use my face exfoliating scrub (Skinlogics from BeautiControl- very gentle). Then try using a clear shave gel that softens hair- might have to try a bikini area gel. And remember, hair grows every-which way in pits, so shave side ways, as well as up and down. Waxing may be expensive but it lasts a while. If you are truly adamant against waxing however I suggest softening the hair prior to shaving by taking a warm shower and letting the warm water loosen the roots. Leave the shaving cream (one with moisturizers pref. a gel) on for a bit before shaving. Good luck if all fails a depilatory cream like Nair is good. Use a sharp fresh blade each time a three blade disposable by Gillette works well

Are you shaving from the bottom of your armit up? You should be if you're not. Also, try using conditioner to shave, it will help moisturize your under arms. You can also try using different razors. I really like the pink gillette daisies. Now, I know you said you are opposed to waxing, but if you can bear to let it grow out for a couple of weeks (which is easy to do in winter when it's not so noticeable), a quick and easy wax will leave the area smooth and hairless for a good amount of time.

Try using a better blade. The Venus blades work wonders for me, as I to have dark hair (spanish thing I guess). Try using something like nair, if your skin isn't to sensitive. It can work really well. These are just two alternatives. = ) There's prolly more but I think either of those two will definitely help you.

Before you shave wipe down your pits with witch hazel to get the deodorant gunk off. that can hinder your shaving a bit

use nair or veet, goes deep into the root and removes it, you wont have that stubble and you wont have to shave as much. Its painless and it works!
