what does a spotmeter do?

i recently found a spot-meter ...but does anyone know how to use one ..or what it dos?

It is a piece of photography equipment, used for measuring the light intensity on a specific area or 'spot' of the scene to be photographed. It is used to set the exposure of the camera.

it measueres the rate of spots in the world. dont put it near a dalmation!!! youll break it
