Re means that they are replying to your previous email. It's a trick to get you to open the email.
For example if you sent an email to me that said Hi...and then I clicked reply without changing the subject then the computer would automatically send you an email with the subject/title as Re:Hi.

Yes, Re: is a short form for "regarding", but usually it is near the top in a letter, or an email, in the subject line, for example: "Re: Rent for month of October". But the example you are using, the computer does this itself, if someone uses your email to answer you, usually there will be a Re: in front of what you wrote in the subject line, and then if you choose to answer the person again with the same original email without changing the subject line at all, it would read: Re: Re: Hi . So what I do is just erase all the computer placed Re:s and perhaps change the subject line when responding back. mermaid199

it means its a reply.
So say on neopets, you send a neomail to someone and it says
Subject: Hi
And they press Reply and send a message it will say
Subject: Re:Hi
This is so you know its a reply to the same email that you sent them

Response...Re: means response in emails. Like what the person says back to you when you send them something first. its the response of the other person.
