Or he really likes you and is just as afraid to approach you as you are to approach him. You have to consider this also. Boys worry just as much. You just have to show some interest so that they can be relaxed enough around you to "make the move". Whatever that may be.

Before you even think about getting a guy to like you, you've got to like yourself. You need to think you're a great person, that any guy would be lucky to have. Don't act silly around him or show off because being up yourself is not a pretty character. Just have confidence, you never no if you don't try. Letting someone who sees you as a friend see you in a romantic/different light can change the entire situation. Dress sexily and he will love it. He probably won't be able to take his eyes off you.
