Are you actually signing ownership of the car, which would be a gift, unless you are selling it, or keeping ownership but signing over care, custody and control? 1st option means a statement of gift, and signed ownership document or title. Second options means a bill of sale, and signed ownership document or title. Third option means a signed agreement between parties, where you have given care, custody and control of the vehicle for more than 30 days, but still own it. OR, are you saying there are 2 owners on title in the first place? In that case, you don't have to sign anything over, you just lapse or cancel your policy and the co-owner places their own insurance on the vehicle. I deal with this sort of question every day, but without you in front of me to answer questions, I can only answer every possible scenario.

If you want to give your vehicle to someone, and there is no lien holder involved, just sign off on the title and allow person number 2 to be the owner. If you both go together to the Department of Motor Vehicles it can be done right there. If there is a finance company, you can't because you don't actually own it until it's paid for. You could only do such a thing with their permission.
