Okay YES my parking brake arm is DOWN!! I lifted it up to set it then when I tried to release it the arm went down but my brakes are still set. Is there a manual way to do this???

Rock the car back and forth by shifting into reverse, accelarate, then do the same in forward. If you do not feel the brake release completely, usually following by a thump, then do the following.

MAKE SURE THE CAR IS IN PARK OR IN GEAR IF IT'S A MANUAL. THE CAR COULD ROLL WHEN YOU DO THIS. Reach under the car and find the parking brake cable. It is usually a rusty looking cable that starts underneath where the brake arm is located. Pull on the cable and releae it a few times. If this does not work, pump the brakes vigorously with the engine running and the car in forward.

OOPS that's usually bad news. I'm going to make two assumptions here. First it's an automatic trans so you never need to use the parking brake. Second the care is a little older. If so, the parking brake cable is probably rusted and stuck. If you can see it, massive doses of WD-40 and time may help. If not you're looking at a mechanics help.

OK either the brake pads or shoes are locked or the cable has seized. There are usually 3 brake cables. One for each side and one that goes to the brake handle. If those move free you will have to check out the back brakes.

well it could be a couple of things. but most likely it's a frozen up cable.
