Yes,he does, just like Esther says in her answer.The devil walks among us in the form of other people. He fills people's minds with his demonic influences without them realizing that they are being used as pawns in his evil fight to gain souls to take with him to hell. Those who don't believe in God aren't making that choice on their own like they think. They are being manipulated by satan whether they want to believe it or not,but since they do not believe God exists,they do not believe that the devils exists either,which makes him all that much stronger and able to deceive people and let them think that they are making their own religious choices,when they are in fact knowing or unknowingly satans puppets on a string.

yes he does, the Bible says, that Satan is like a roaring lion seeking whom he may devour.
Satan was cast down to the Earth. He is the prince of the Earth and or the prince and powers of the air. In the book of Job, when Satan went before God's throne. God asked him what Satan has been up too. Satan replied with about roaming around on the earth, watching everything that was going on."
