There are alot of breeds that fall into this category. The best start is finding a reputable breeder that cares about the breed and doesn't care about the profit. The ones who breed for the love of the breed are golden.
But if I had to pick one, I'd for sure say a Golden Retriever. But it really has a lot to do with the background of the dogs breeding as well as how they are raised (loving verses abusive environment).

well i think basset hounds. i have one whos 5 and she is calm and sweet. She has never bitten anyone except a chew toy(which doesnt really count as anyone....) and they are just cool dogs. But i reccomend to stay away from bernese mountain dogs if u have little kids because when i was younger we had one and it attacked me every day, my arms were all cut and bitten, and we had to give it away.

Actually I think Labs and Retrievers have some of the highest attack rates (# of bites) (And they're calm? Not the ones I've seen.)
I have a Newfoundland, and I don't think he'd get excited if you put voltage through him. I also don't know of any that would bite you.

Labrador.
They are calm and not prone to attack. Warning: they are large dogs and can be intimidating, especially to children. They are also sniffers and at crotch level. They will love anyone who pets them or has food - anyone! These dogs are lovers and protectors, not fighters!

I've heard pugs are the least aggressive but they can be high strung and have many health issues. I'd go for standard poodles as least likely to attack. They are mostly submissive, less high strung and very smart. They will act accordingly against strangers who act aggressively toward their "Family".
