We used to get plastic toys in cereal boxes that would do that trick. They were shaped like a little submarine. You would pack a little baking powder in the bottom of it. The baking powder would make some bubbles that would make the submarine rise. When it got to the top, it would tip sideways and release the bubbles, the sub would sink, and the whole process would start again. Hours of fun! :-)

A toy submarine filled with baking powder.

The Sub is denser than water and sinks. As water reacts with baking powder, harmless carbon dioxide gas is formed, making the Sub bouyant enough to rise to the surface. The Sub is 4 1/2 inches long can be used in any container of water, bathtub, or even the outside pool. The Sub will normally surface and sink at lease twelve times with each fill of the baking powder.

Attach a weight to it with quick-dissolving water-soluble glue. Something as simple as jam or molasses might even work. Make sure it will float when the weight drops off.

maybe an object that is filled with sand (or anything more dense than water) and has a hole in it. As the sand leaks out the object floats up. I don't know...just a thought.
