you could mix an acid and a base and the reaction product will be h2o and a salt... but why not just use tap water or buy bottled water lol.

The Space Shuttle does it on every flight. Hydrogen and Oxygen are combined in a device called a fuel cell. Not only does the reaction generate the electricity needed to run the shuttle, but the byproduct (water) is used by the astronauts for drinking and cooling.

Not without special equipment (I forget the name of the machine) but, yes, you can mix hydrogen and oxygen to make water.
