He's looking for love in all the wrong places if he's not neutered.
Get him neutered, keep him home, spare the pet overpopulation problem by not adding to it.

Maybe he's bored and wants to meet some Doggy friends,
Take him for A walk towards the place that he runs off to and
let him check it out and you do the same so you can see
what the big dill is !!!! I would also make sure he has
enough stuff around the house to keep him busy, like Bones,
toys, mabe music.

Because it might not like the enviroment it is in. Like if it is to cold or too hot. You might change the temperature in your house and see what temperature the pekingese feels comfortable in. Or it may feel boxed in and feels like when you let it out it is a time for it to go rome and be free. So try to keep it out more often like in your house or let it run free and when it almost gets hit by a car it will stay home. Just do whatever youneed to to make it stay.

If he is not neutered, get him neutered. If that doesn't work, get him neutered and get him a playmate. He may need another dog to play with. Last, but not least, enclose an area on your property that he can't get out of and spend time with him in it and then leave him for a little amount of time till he becomes accustomed to being in the "play area"
Pekes are normally inside dogs and not fond of being out for a long period of time.
Good luck !!

I can almost bet that he is not neutered! Do that and spend a year on a leash, after that all the hormones should be spent and he will be happy to stay home!
