When it comes to learning methods, there is no such thing as a best way, because people learn differently.
Some people need to learn in class, some others learn better alone.
Some learn how to listen and speak first, some learn how to write and read.
Of course, you need to learn it all in the end, but I mean that you'll master some skills before the others. Good methods usually make you practice the same things over and over again, but in different contexts or with different kinds of games or exercises.

More important than the actual learning is the practicing, so indeed reading and watching shows or movies in the target language should be done as soon as possible. Banning dubbed movies and favouring subtitles can be good too in the beginning.
But of course, speaking with native speakers is the best way, so hang out with the ones you find, get a penpal or stay in a country that speaks this language for some time if you can. And don't be afraid of making mistakes, mistakes are ok as long as people can understand what you mean.

Actually, the key would be incentive and numerous repetitions, so getting a romantic partner who can only speak the target language is extremely effective (I learned 2 languages with this method :D).

Zap, the question was "foreign" language, and SF Bay is in the U.S., nothing "foreign". The best bay for learning a foreign language has got to be the Bay of Biscay. After all, where else but the coast of France?

get the basic in your country, hear a lot of music in that language while reading lyrics, get a boy or girlfriend that speaks that language, get into the MIRC or any chat room were you can speak with people that only speak that language and finally, go to the country were that language is spoken, but go alone with no one that speaks your language, that's how I learned English! it was fast!...

I think, you meant "WAY" . You should move to a Country you want to learn the language of.

-the pimsleur approach has tapes and cds that teach you really well. i listened to them and they helped me learn spanish. they are very easy to follow and although other tapes say beginner, this one really is a beginner tape. they have many different languages.

to go to a country where peoplr speake tha language. or in my case, to watch T.V., everything I watch, every song I hear is in english.
