this dude keeps popping out of nowhere and he always says he loves our talks and he asks me personal questions randomly like 'do you ever want to get married' or 'do you like kids' and he also asked me if he could have my schedule so he knows where to find me. is he stalking me?

It sounds me that he is, I would tell someone about it soon before he decides to do something stupid. This guy sounds crazy as hell! Next time you see him try to ignore him, don't give him any attention at all, because it you do he might think you're interested in him.
