I received this notice today with a check in it for $3,075 and in the letter it said that I won $225,000. from a lottery program in Las Vegas NV. It says to help cover the cost of the proper insurance fee, in case I couldn't afford the nexessary insurance fee. If I cash the check 10% will be deducted form my winning prize. Is this a scam?

Read very carefully the fine print on the back of the check next to where you endorse it. If you can't understand what it says take it to your bank and get their opinion.
If you did not enter such a lottery, I would be very leery of this, especially the part about the insurance fee. Either you won, or you didn't win and there should not be any fees other than income tax on the proceeds.

Definitely a scam, I received a similar one....Turn it over and/or report it to the proper authorities.
