You probably can't, but it doesn't hurt to try. Generally for stuff like this, the more grown-up you act about it the better. If you act like a little kid and nag and sulk then you have no chance at all. If you find out as much as possible about the pet you want and behave in an adult way about it then you are more likely to succeed. Remember that a small dog will likely live for 15 years, so you will be likely to leave home while the dog is still around and they will be stuck with it. You could also research stuff like veterinary insurance - which would mean that they wouldn't have to worry about unexpected bills. Good luck!

Don't, its really not fair to the dog. what if it ends up doing something bad, or maybe you do, either way, they could take it to the shelter to "teach you a lesson" which is wrong. Also what about when you move out or go to college? are your parents going to be stuck with a dog they didn't want in the first place because you cant take it? If I was you I would wait until I got my life settled and then think about getting a dog. I'm really sorry, because I know what its like to REALLY want a dog and not be able to have one. And I know that it seems like forever but if you really cared about the dog the you would wait. GOOD LUCK!!!!
