First of all, if you have not recieved a letter or notice from the IRS by now regarding not filing in 2003, you don't owe, most likely you are due a refund. To claim a refund, you must beat the statute of limitations for refund collection which is 3 years, ergo: January 1, 2007 will be too late to claim a refund from 2003.

You have got to be kidding? We are in 2006 so you have to pay late fees and talk to the IRS.
