Rome was the first to use the cross as a way of crucifixion.
that is why when Isaiah prophesied the the messiah would be hung on a tree it was phenomenal.

Haven't done much research on this. But I would say Rome.
What I do know for sure is that the Republican Romans used to use the cross to crucify runaway or unruly slaves. This punishment was used when they wanted to send a message to people. Remember Crassus hanged 10,000 gladiators and slaves along the Appian Way after Spartacus led a slave revolt.
This happened well before the time of Jesus.

The cross was the way the very nasty Assyrians (who scripture associates with the devil) convinced those whom they captured, to cooperate.
Crucifixions were already commonplace around a thousand years before Christ.
When the Romans conquered that area of the world, they knew a good thing when they saw one, and quickly adopted crucifixion as a preferred method of persuasion and execution.
Psalm 22 (23 in some Bibles) which was written about a thousand years before Christ, describes a crucifixion, perhaps THE crucifixion in great detail.
It contains the passage uttered by Jesus just before he died, "O God my God, why hast thou forsaken me?" which has puzzled so many for so long.

ther cross was used to hang people, gracious, way back in the day. the Cricifux, on the other hand, started that dark day when Christ was nailed toHis Cross. but well before then they were using them to hang criminals.
