Ask her to spend some time with just you and nobody else. Don't use the word date just yet, but instead make it seem like you just want some time as friends. It gives her no reason to be uncomfortable or say no. Whether it's dinner, a movie, or just hanging out at your place, it will be easier to find out how she feels with nobody else around.
Once you two have set it up, then lightly flirt with her. Smile, look her in the eyes, lightly touch her hand or arm when she says something witty, and other stuff. Don't make any sexual overtures, but keep it playful. That way if she backs off, you can just say you were fooling around, and apologize. No harm done, and you can still be friends. If she flirts back, the press on with some more serious flirting, like touching her shoulder, holding her hand, putting your arm around her, making some very light sexual innuendos, complementing her more than you already have, etc...
Take it slow, one step at a time, and wait for her reaction after each small advance. If she's going to be open to a relationship, then giving her time to adjust to the idea is the best way to go.

just tell her stop being a weasel. Some guys think they may lose a friend but if she was your true friend she would find it a compliment if she didn't see you the same way... or better still.... may be glad that you said something to take things further.

awhh thats so sweet. basically just try to get her alone away from everyone and all distractions to talk to her. explain to her how youve been friends for so long and now youre starting to have more feelings for her than a friend has for a friend and you wanted to know if she would be your girlfriend. sweet and simple.

heres how i did it;
i made a letter to him (it was made out of magazine letters! XD 2 hours it took!) and i gave it to him. i dont know whats gunna happen, bc i gave it to hijm today!
