Hm perming your hair at home is a little risky to begin with. And you're right you definately shouldn't have washed it. If I was you, I would go to a salon and try to have someone fix it for you. The poofyness could be a combination of a home perm and the washing.

Go to a salon and see if they can salvage your perm.

Remember this in the future before you try to do anything like that at home!

I would wet your hair and put a good conditioner on it and leave it on either overnight or for a good few hours rinse off and then style.
