They probably have sign-on/enlistment bonuses, posters, radio and tv spots, as well as internet ads. Just like any other country.

they have recruiting stations, and there are dedicated young men (and some women) who really do want to serve. We had one recruiting station hit with a suicide bomber and killed several men trying to enlist...

the next day, there were even more people there to sign up.
