In a portrait lighting system, the light right behind the subject the illuminates the background is called the backlight. You can cover the backlight with colored plastic usually refered to as "gels" and that causes the background to be illuminated as a color. In most instances, you cannot see the color on the background because the backlight flashes in sync with the lighting system, and the background color is only illuminated on the background for a fraction of a second. But it's there long enough for the camera to catch the backgound as a color.

It's just called a light. Probably spotlight. It has a colored filter over it. It doesn't have a special name, but I suppose you could call it a background light.

It's a white light with a piece of colored plastic

if its the thing behind you when you take the picture, i think its just called a backdrop
