I just wanted to know what you all thought about this. I think the the female of the relationship should decide when you have sex. Especially if it's both the male and females first time.

Ok then, say that the male was ready to take the next step but the female wasn't. Who is it up to then?

I think it is both of their decisions. Especially if it is the first time.

From what I've seen, unless one person in the relationship is saving themselves for marriage, the guy wants to have sex regardless. So, it's mostly up to the girl to let it happen, but only after the relationship has reached a certain level of intimacy. Otherwise it's not a decision so much as a rush of hormones for both male and female. When it's both their first time, it gets a little more complicated. But as long as the relationship is stable, both should agree to consent.

For the most part it is probably been the female who was given that decision because many men think with the wrong head. But it seems there are a lot men who have priorities and goals and use the right head for there thinking and they deserve to be heard.

Everyone decides for themself. You only move forward if you are both in agreement.

P.S. Why not wait for marriage rather than pretend there is some sort of pre-marital sex etiquette?

yes, becasue society will judge her not him. it's expected of him to loose it, but not really of her, so not until she is ready to deal with all that "yes" means.
