I never put milk into my meatloaf, but I can't say I have a recipe, it's always different.
I've used Rice Krispies for filler, they work great, but I have to admit I've also used corn flakes, crushed cheese crackers, and even crushed pretzels. Anything dry that will add bulk works well.
Just use ground beef, eggs, onion, garlic, and whatever seasonings you like (my mother always used poultry seasoning, it's delicious). I add a little ketchup, worcestershire sauce, maybe bbq sauce or even mustard.

Use oats instead of bread crumbs. I've never heard of putting milk in a meatloaf anyway.

I've never used milk in my recipe & try mine:
Preheat oven to 375
1lb lean ground beef (20%, 15% or 7% fat is best)
1lb ground turkey
1 can tomato sauce
1 whole onion, red, brown or white, chopped into small pieces
Garlic powder, seasoned salt & black pepper
Catsup (Heinz is best)
1 package crackers, Ritz, Saltines, club crackers, crushed small & fine
1 egg
Put hamburger & ground turkey in a large or extra large bowl. Add in 1/2 can of the tomato sauce, saving the other 1/2 for the top, crushed crackers, onion, egg. Add 3 generous squirts of catsup. Sprinkle on garlic powder, seasoned salt & black pepper, about 1 TBSP each spice.
Using your CLEAN hands, mix together in bowl. Work meat mixture into a ball, then put into glass or metal pan, 8x8 or 9x9. You can press the ball into the shape of the pan or leave space around the corners. I do that to drain off any grease that forms. Pour remaining 1/2 can of tomato sauce on top & 2-3 more generous squirts of catsup. Spread evenly over the top of the meat mixture. Wash your hands then put pan into the oven. Bake for 60 minutes. Inside should be golden brown. Cut into slices & serve with mashed potatoes, rice, salad or other side item(s).
Sometimes, I put raw bacon on the top over the tomato sauce & catsup for additional flavor. The ground turkey added in with the ground beef is healthier & you don't taste it as much. You also get a larger meatloaf with more leftovers.

3/4 cup diced red onion
1/2 cup diced green bell pepper
1/2 cup diced celery
2 eggs
1/4 cup soy sauce
1/3 cup ketchup
2 tablespoons dried basil
1 tablespoon dried parsley
1 tablespoon dried oregano
2 teaspoons garlic powder
2 teaspoons ground black pepper
1 cup quick cooking oats, or as needed
1/4 cup brown sugar
1/4 cup ketchup
3 tablespoons brown mustard
1/2 teaspoon liquid mesquite smoke flavoring
1/2 teaspoon ground black pepper
1/2 teaspoon paprika
DIRECTIONS
Preheat oven to 350 degrees F (175 degrees C). Line a 9x13 inch baking pan with aluminum foil.
In a large bowl, mix the beef, onion, green bell pepper, celery, eggs, soy sauce, and ketchup. Season with basil, parsley, oregano, garlic powder, and 2 teaspoons pepper. Mix in 1/2 cup oats. Gradually mix in remaining oats 1/4 cup at a time until the beef mixture is firm but not stiff. Transfer to the prepared baking pan, and form into a loaf shape.
In a small bowl, mix the brown sugar, ketchup, brown mustard, mesquite smoke flavoring, 1/2 teaspoon pepper, and paprika. Drizzle evenly over the meat loaf.
Bake meat loaf 1 hour in the preheated oven, or to a minimum temperature of 160 degrees F (72 degrees F).

If you don't include bread crumbs it's not really a meatloaf (which
is "pain de viande", or bread of meat, in French).

You can use mushrooms, onions,and tomatoes. Add oregano in addition to your other seasonings and use an egg or two, (depending on the size of your loaf).
