Absolutely. Anyone has an accent to those who are not of the same nationality or of the same dialect of a language.

Imagine that, instead of living in America and hearing people talk just like you all day, every day, you lived in say France where you spoke French with a French accent and every day you heard other people speak French with a French accent, just like you, all day long. Now, and American comes to France, visits your village and speaks French with an American accent. I wouldn't matter if the American came from Dallas, Texas or Buffalo, New York, the American's accent would be American, not French like yours.

Everyone has an accent of some sorts. We just don't hear it when we are with people who speak our language the same way we do. Even going to another region of the US, people may tell you that you have an accent! Just like American actors learn to do English accents when these are required by the part, English actors learn to do American accents. Like Hugh Laurie, the English actor who plays House on Fox.

I don't know for sure, but I would guess that to them it seems like we do. When we talk to people from our area, an accent is undetectable, but to people from France and England as you say, we probably do have different accents.
