Yes. I had both of my dogs neutered/spayed at the same time. He still wants to mount, the female is usually uninterested, but they still "do it".

No he will not be able to do it... Well not past going through the motions anyway.... Most dogs male and female go through the motions some time or another... It is a dominance thing....

Yes, he can he just can't produce any off spring. there really isn't any thing different about him. He just has no nuggies any more and their just in the way any ways. He's better off with out them truly. in joy the great time you get to spend with him.
