Cut boneless chicken into small pieces, coat them with batter or bread crumbs, or maybe a mixture of corn flake crumbs and flour, and fry them. Or coat with Shake 'n Bake or one of its competitors and bake them.

cut up chicken meat - breasts are most commonly used, but you can use any part of the chicken that you like to eat. Cut the pieces pretty small - no bigger than the end of your thumb from knuckle to thumbtip, if you really want to make popcorn chicken. Wash hands and utensils thoroughly.
Crack an egg into a bowl and beat it with a fork. Add about 1/3 cup of milk, beat again. Set aside. Wash your hands again.
In another, larger bowl, mix some flour (just eyeball it - you need enough to coat your chicken. Maybe 2 cups, maybe more or less, depending on how much you're making.) with a few shakes of paprika, salt, and pepper. You can add garlic powder and onion powder if you like. Stir those together.
Line up containers on your workspace: chicken, egg/milk, flour, cooking vessel. Dip pieces of chicken into the egg/milk mixture, then dredge them in the flour till they're coated. The put them in your cooking vessel.
Traditionally, popcorn chicken is fried. You can do this in a deep fryer, or in a skillet on the stove top. My mother always fried in solid Crisco shortening. You want about 1/2 inch of melted shortening in the bottom of the skillet. It will be easiest to use a metal slotted spoon with your popcorn chicken. It will cook fast, since the pieces are so small.
You can also "oven fry" your popcorn chicken. Put all the pieces in a 13x9 baking dish (larger if you have a lot of chicken). You want a little space between the pieces. Then put 1/4 cup liquid oil and 1/4 cup melted butter or shortening in the baking dish. Put in the oven at 400 degrees. You'll have to check for doneness, starting at about 20 minutes. I"ve never done this with pieces so small, so I can't tell you how long it will take. Chicken is done when it's no longer pink inside.

Just cut up boneless chicken into bite sized pieces, season, coat with flour (for a better batter, dip in a mixture of milk & egg before coating with flour), then fry until golden brown.
