More than 3 degrees F above normal or 2 degrees C. This means normal for that person not necessarily above average (98.6 F or 37.5 C.) Some people are naturally warmer or cooler than those two readings.
For example my normal temp. is 96.7F (36.1C) so having a fever for me is 99.7 (38.1C) Trust me I feel it to.

37.5 is the normal temperature. If you get 37.5-38 then your temperature is just elevated but it is not yet a fever. If its higher than 38 then it is considered a fever and can be given paracetamol. When it gets higher like 39-40 then you can be given ibuprofen to lower the fever or give continous tepid water sponge bath until the temperature shows that it is decreasing. Make sure the patient is well hydrated, in cool clothing and is in a cool environment to help lower his/her temperature.

Youngsters will have a higher fever than adults with the
same symptoms. A child can vary from 98 to 104º F
whereas an adult should vary from 98 to 102ºF having the
same symptoms. At the higher levels mentioned you should
call a doctor. Morning temps after a normal nights sleep can
be +/- 2 to 3 degrees lower than at night.

A normal person temp is 37.5C degrees. Anything above this is a fever. If the fever reaches above 39C degrees seek medical advice.

Depends on how high the fever is. We don't consider it a fever till it's 100.5 or more.
