If you are already Post certified, you will have to apply in one that accepts your POST or you would have to go back though the state academy

But you can apply for a position anywhere in the US, many police departments hire from other states for better applicants.
And there are some international positions esp in the Middle east right now

Yes you can apply in any city. Most officers do not want to work in the city that they live. This way they can have a private life after work.

It's best if you apply in the city, county, or state you live in.
Depending on if you want to be a police officer or public dafety officer then apply with a city. If you want to be sheriff apply with the county, working either on the roads or in the jail. If you want to work as a corrections officer apply at the state to work in the state prisons or as a highway patrol. If you want to work as a federal police officer then apply with the FBI or with a federal prison. Use your favorite web search engine to find specific agencies to apply with.

I was living in KY when I applied for my job in FL. I've been here for 17 years now. You just have to be willing to travel for testing, etc.

I believe it depends on the state because states have different laws. If you wanted to work in another state, you would have to go to their academy.
