Only if you have a good education and good work history. Otherwise, try looking elsewhere. Unless you are looking for a McJob (Walmart, McDonald's, etc.) its very competitive here. Because there are lots of other immigrants flooding in as well.

Are you asking which one is better to live in?? Umm, they're so close by to each other that it really doesn't matter. You'd still be in the GTA (Greater Toronto Area).
