There are actually two Roman Empires.
The first one is the classical one with orginated in Rome and spread over Italy, the Mediterranean and occupied only the southern part of Germany. It existed very roughly from 500BC to 500AD.
The second one is the Holy Roman Empire which evolved from the eastern part of the Frankian Empire of Charlemagne. It was basically a German empire which only called itself Roman for theological reasons. That lasted from around 800AD to 1806AD.

So you're both right and wrong as the first Roman Empire was in fact controlled by people from Italy, while the second one was controlled by Germans.

1. Economic troubles- when the emperor trying was making the army/military happy he paid them a lot, putting more taxes on the people which caused most of them (the wealthy) to flee to the countryside and set up their own little "kingdoms". 2. Military overspending- As I have said, gave the military more money to stay loyal. They also struggled to keep the military in order, and last of all couldn't communcate with each other fast enough to manage all the land they had. Hope this helped! 😃

There were no Italians or Germans back then - some tribes and some wannabe-city-states. Your mistake is in thinking about stuff like this. You need to be ironing sheets or baking cookies. ;-)
