A stolen vehicle is NOT an emergency, just call the police on the regular phone number to report it.

If you are asking here you are already wrong.
The moment you see it gone you call 911 and get it on the stolen list.
And yes you call 911

Go call the local police district office where the car was last seen. YOU should have your registration papers with you -- so show them that, your license plate number, and any other information on the vehicle.
