If your bag is lost, you must report it to the baggage service office right away. If you wait too long, the airline typically will refuse to run a trace and the bag may be gone forever. Most airlines only offer compensation up to a certain amount. Anything considered fragile or perishable inside luggage is not covered for damage if the bag is damaged at all. Any irreplaceable items or luxury items like jewelry, electronics, etc. usually are not compensated at all. You check them at your own risk. Check your ticket for the airline's full contract of carriage and baggage conditions.
Here is Continental's baggage liablity for example:

You should report your loss to the handling agents baggage services department in the baggage reclaim area. They will fill out a form called a Property Irregularity Report and give you a copy. You will need to supply as much details on this form as possible, i.e. the contents, bag brand name, colour and description etc. They should then give you a letter from the airline explaining what steps you should then take. Usually the airline employs their own luggage loss adjusters who will sort the claims but they tend to ask for receipts of goods purchased if on holiday or proof of ownership of electrical items. They also ask for insurance details as they usually work with insurance companies to pay the claim. A trace is then put on your bag via the tag number attached at check-in and most bags are usually found within 7 working days (usually they are loaded on the wrong flight and turn up at a completely different airport or they get stuck on the baggage belts and never get to the aircraft in the first place!). If found the handling agent will get your bag to you any way possible.

There is a limit on how much an airline will pay you per bag. Most US airlines it's around $250 per lost bag, and they have to be lost for more than a week before they're considered gone for good. Some airlines will give you a small allowance to tide you over when your bags are gone, but that's pretty rare. It is entirely up to the airline reps you're working with, and the smaller airlines tend to be more generous. Still, don't expect even $100 shopping money unless you get a very generous rep working with you. Usually when your bags are missing, you're just kinda stuck.

The airline will pay compensation if they have lost baggage but read their terms and conditions to determine exactly what they define as lost baggage. Most airlines and travel insurance companies are now usually pretty good at identifying suspect claims so don't put in a fraudulent claim. If you have no travel insurance, you may be able to claim off home contents insurance.

it is not new. it is been happening for years. all of us who is familiar with extra perfect would not examine bags while flying into or out of Philadelphia on US Air. the US Air bags handlers at Philadelphia are the worst, and for in spite of reason US Air can not get a cope with on the concern. I now fly on Airtran as quickly as I bypass remote from Philadelphia. And the lost bags situation is component to the previous.

A false claim would be illegal and you could get done for fraud.
They usually ask for receipts of what you had.
Are you planning to commit a crime?
