It's about the end of "kitten season" now and they will be more plentiful in the early spring and summer.
Pet Smart is not adopting out "rabid" kittens. That's just ridiculous. I feel somehow you are not the right kind of person to have a cat or kitten since the humane society would not adopt to you and I suspect the rescue organisations that use Pet Smart for their adoptions wouldn't either.
So maybe you need to take a good look at yourself and be willing to change some the things that don't make you a good candidate for any pet adoption.

Look inthe Baltimore Exaimner or the Sun paper. They are the cheapest and most of the time people are just giving babies away. And the Pennysaver.
Dont go to petfinder and all those places cause they turn everyone down it seems. I have 2 other dogs and all the right conditions and they tried to tell me I could not adopt a dog cause they didnt have enough room to run. I live on 1/2 acre. adn the dogs I have are all under 30 lbs. Gimmie a break. Plus they want to come out and inspect your house. THats bs

To reiterate an abover commentor, PetSmart itself doesn't adopt or sell cats - it simply rents out a space in its store to a local animal recue. The cats are all fully vetted, so the "rabies trend" sounds like a poorly-substantiated rumor. So, PetSmart is my suggestion as well! I work at a PetSmart in Virginia, and the cats at our store go for under $100. Good luck!

If you got denied for adoption at the Humane Society, have you considered the fact that maybe you shouldn't be adopting? Humane Societies interview potential adoptors to make sure they are sending the animals to good homes, and if you're denied, there must have been a reason.
Animals at Petsmart are from the local shelters in your area and should be up-to-date on vaccinations. I think that would be the place to go...

I have to be honest, the humane society turning you down makes me very nervous. Before getting a kitten, you should probably find out what was "wrong" with your application and fix it. If one animal shelter turned you down, there's a good chance that most others will do likewise.

I'm not in B-more, I'm in Omaha, but if you go to Curtis Bay there are alot of stray cats that would love you to take them home, winters coming and they should have a warm place to sleep.
