We have a chart showing "V" "I" "~" and "Theta" accrost the top. I have never seen ~ used in referance to a electrical parameter before.

Perhaps frequency? It looks like a sine wave symbol although it is just the tilde character. This does not mean anything specifically, but my guess would be frequency.
