Fill the 3. Dump in the 5. Fill the 3 dump in the 5 until the 5 is full. Now the 5 is full and the three has one.
Now empty out the 5 and pour the 1 gallon in the 3 into the 5. Now the 3 is empty and the 5 has 1.
Now fill the 3 and pour it in the 5 and you have 4!!!

You put the 3 gallon jug inside the 5 gallon jug and you fill the gap around the 3 gallon jug between it and the 5 gallon jug. You know that space has a volume equal to 2 gallons. You then pour that two gallons into the three gallon jug and repeat. Then you empty the two gallons contained in the 3 gallon jug into the five gallon jug and you have a five gallon jug that contains exactly 4 gallons of water.
Okay so you'd need a handleless 3 gallon jug to get it accurate :(
You could break off the handle! Regardless it would be pretty darn close to 4 gallons even with the handle displacing a little water and would waste no water at all!!

Fill up 3 gallon jug, dump to 5 gallon.
Filll up 3 gallon jug again, dup to 5, leaving one gallon in the 3 jug
dump out 5 gallon jug
dump 1 gallon from 3 to 5
fill up 3 gallon again
dump 3 gallon to 5, which will leave you with 4 gallons.

Take water in 5 Gallon Jug and emty 3 gallons from it to 3gallon jug thus leaving 2 gallons in it.Now throw away the water from three gallon jug and pour the 2 gallons of water from 5 gallons of jug into the 3 gallons jug. Again take 5 gallons of water in the 5 gallons jug and fill the remaining part of 3 gallons jug to the brim , so that 4 gallons are left behind in the 5 gallons Jug.Huh .....Right ??!!!!!

Fill both jugs and put the 3 gal jug inside the 5 Gal jug and the water that is not displaced will be 2 Gal.
Empty the 3 Gal jug and put the 2 Gal into it.
Do the first step again then pour the 2 Gal from the 3Gal jug into the 5Gal Jug.
Hey presto you have 4 Gall in the 5Gal jug and an exceedingly wet carpet.

fill the 5 gal jug then pour it into the 3 gal jug. 2 gals remain in 5 gal jug. Drink the remains of the 5 gallon jug (which is 2 gals). Do the whole process again, which means you have now drank 4 gallons. Wait for natures call and pee into the 5 gallon jug.

Pour the 5 gal into the 3 gal jug. Left with 2 in the 5 gal. pour off 1 gal from the 3 gal to match the other 2 gal in the 5 gal jug. Then fill the 3 gal up out of the 5 gal jug....left with 1 gal in the 5 gal.

Go to the dollar store and get a 1 gallon measure
or
fill the 5G
fill 3G from 5G leaves 2 in 5G and 3 in 3G
empty 3G
pour contents of 5G into 3G
fill 5G again
pour from 5G to 3G and stop when filled
Since three was only 2 gallons, 1 gallon should fill it
leaving 4 in 5G.

Fill each one both together - will make 8 gallons between them. Pour out exactly half of each one. Your 3 gallon container will now have 1.5 gallons, and your 5 gallon container will now have 2.5 gallons. Combine together what is left over into the 5 gallon jug. 1.5 plus 2.5 equals 4.
