You have not asked the correct people.

In a nutshell.......

All air holds water. Air that has all the water that it can hold will condense out water, which becomes clouds.

The water condensate that is making up the clouds is being held up by thermal currents, which also evaporate and condense water at the same time. Therefore clouds are being made and unmade all the time.

When a cloud reaches a saturation point where there is too much condensed moisture for the thermals to hold up and evaporate, it falls to earth. This is called rain.

Clouds consist of microdroplets of water condensed around a grain of dust. These microdroplets are so miniscule that they are able to keep afloat by the simple flow of air around them. Stir them sufficiently and the microdroplets coalesce as they collide and fall to the ground as rain.
