The main equivalent is "bisous" which means kisses or "grosses bises"
the word "baiser" has changed its meaning in recent years to something much more extreme!

I'm a native so best thing is "Gros Bisous" bisous is the affectionate slang for "baiser" = a kiss.

there's some truth in most of the answers above, but the closest thing you can say in french, to convey the meaning of ""hugs and kisses" would be:
"JE T'EMBRASSE BIEN FORT"

lots of French folks say "Je t´embrace" to convey this meaning to another, otherwise, big kiss is just as they say above.
no one just says hugs, but they do say: I give you a big hug = "Je t´embrace"
