It's the largest and oldest of the three Grand Tours, which include the Tour de France, Vuelta a Espana in Spain, and the Giro d'Italia in Italy. The Tour de France was started in 1903 by Henri Desgrange, and with only six stages of around 300-400 km each the winner was supposed to be the one man that actually finished!
For cycling fans and most of Europe, the Tour de France is the equivalent of having 23 days of the Super Bowl. People will camp out on a mountain pass for a week just to see their favorite rider go by in a few seconds of glory!
I'll admit that bicycle racing is not the best spectator sport to watch on television unless you actually ride, because non-riders have no personal comparison of how difficult a three-week stage race is. The crashes are spectacular, the riders eat upwards of 9,000 calories per day and still lose weight, and you can see blown riders persevere despite the agony on their faces.
If you're into cycling, it's fantastic!

A event that was won by eight seconds in 1989. That year at the World Championships in Germany, the same person won the race in a rain soak sprint. Good stuff!
