Licensing Breeding as a form of tax and birth / population control ?

You have to have completed 4 yrs of public service (miltary, teaching, or volunteer work). Also, no drug use (screen for it) , currently employed, parents require a GED minimum, take parenting classes, sign a contract accepting financial, legal, and moral responsiblity for the child...

Women not meeting the public service requirement or education requirement can be waived if genetically acceptable... for surrogate breeding.

Males recieve vasectomy at 13th or 14th birthday... reversed on marriage and meeting the requirements...

Persons in violation will be imprisoned : on Work / Farm Camps... (allows us to fill those "Jobs Americans' Won't Do").
