Because there were so many to start with.
Claire, there is/was a law there that no couple can have more than one child without government authorization. The decline is intentional.
Why do some people have this weird idea that we think there should be as many people on this planet as there are now? Don't they see the poverty and lack of husbandry of resources?
Claire, sorry, that wasn't against you, personally. Pro-illegals here keep saying how we 'need them' because our native population is declining. They ignore that that was the plan if you grew up in the 70's. Peace, love and reduced population.....

China is a communist country which dictates to their people that they can only have one child. Since the boy child is considered a real "win" most will abandon their girls or if they find out b-4 birth they will get an abortion. Very sad. I was in China recently and its very obvious that they favor their 'boys'. The government has controlled birth for several years and feel this is a way to cut down on population. I agree that there are many, many Chinese. Most of the farmers don't have that restriction, therefore they can have as many kids as they want. I don't see their population cutting down since the restrictions aren't for everyone!

Poorer peoples all over the world are generally more socially vulnerable. They (the poor) tend to find (relatively) greater accumulated meaning in having more children. As communist governance is unavoidably corrupt, so has been the implementation of the "one child policy." I've met Chinese persons who have told me their personal stories, having lived in China and grown up in China. They say that people can buy an exemption to the one child policy. I've met Chinese people who are young (in their early twenties), and they sometimes have two or three siblings. Breeding "less"? Perhaps, but their demographic problems, as well as the demographic problem globally, has not at all been solved.

Apparently the Chinese race is in trouble if they don't start reproducing soon. It was in the news a while back that the population is declining. This was what I heard on UK news. They said the chinese aren't having enough sex and I'm not just being crude here. I am aware of the one child per family law.

Their civilization is over 4,000 years old; ours is only a few hundred. Do the math. Americans are the ones breeding like rabbits.
