Head loss is just pressure lost. Feet of head is just a simple way to report the pressure loss, because most centrifugal pumps generate a given head pressure the pounds/inch^2 depends on the fluid density.
Also in the most fluid flow calculations the pressure drop is also calculated in feet of head and again the actual pounds/inch^2 or what ever pressure unit depends on the fluid density.

The head (in feet of liquid, any liquid) can be measured in a vertical clear plastic tube. If you connected clear plastic tubes (standpipes) at intervals along a pipe system you could measure the suction head at the inlet to a pump, the total head at the discharge of the pump and the head downstream of any valve, orifice or run of restricted piping. Comparing losses in fluid level would give you the head loss between any two chosen points. Of course you can use pressure gages instead of plastic tubing and convert the readings to feet of liquid knowing the specific gravity or density of the liquid.
